  3. The lari (GEL) was introduced in 1995 at a rate of 1.30 GEL to the USD. It briefly dropped to 2.451 GEL per USD on February 23rd, 1999 (sources: historical rates of the lari on the website of the National Bank). We’re getting close to that historical low again. But what happened then, in February 1999? I was unable to find out. The main piece of context I found is that in 1999, the government collected only around 70 percent of the projected national budget (source, see the notes of http://cospot.ge/en/the-lari-since-october-2nd-1995/). Would TBLPOD have any clue?
