The spokesmen of the new $6 billion fund claims that it will invest in agricultural businesses, but given that most of its investors are foreigners, under current restrictions it cannot purchase the farmland required, or invest in any local companies that own farmland. While the Prime Minister claims that the restrictions will soon be relaxed, and that leasing arrangements may prevail in the interim, but it must be an uphill battle to encourage investment in the fund under current circumstances.

In Georgia, where 36% of the population is living below the minimum subsistence level, the public agencies give the Orthodox Church valuable gifts worth millions of lari with taxpayers money.
